While Like a Dragon: Infinite Wealth had New Game Plus only through paid DLC, it is available free for all in Like a Dragon: Pirate Yakuza in Hawaii. This guide explains what carries over and everything else you need to know about the Like a Dragon: Pirate Yakuza in Hawaii New Game Plus mode.
How to unlock New Game Plus mode in Like a Dragon: Pirate Yakuza in Hawaii
You unlock Like a Dragon: Pirate Yakuza in Hawaii's New Game Plus mode by simply beating the game. Make sure to have the day one patch installed since the mode was added in the patch. Once you've finished the game and see the prompt after the credits that you have unlocked New Game Plus mode, you can select the option on the title screen, choose a difficulty option, and then load your completed save file.

What carries over in Like a Dragon: Pirate Yakuza in Hawaii New Game Plus mode
You will be able to carry over money, reputation, Majima's own stats, and crew stats into New Game Plus mode in Like a Dragon: Pirate Yakuza in Hawaii. Note that substories, story scenes, treasures found, and other story-related elements will not carry over into Like a Dragon: Pirate Yakuza in Hawaii's New Game Plus mode.

What's different in Like a Dragon: Pirate Yakuza in Hawaii Premium Adventure mode
Like a Dragon: Pirate Yakuza in Hawaii Premium Adventure lets you load a completed save file to continue exploring Honolulu and Madlantis with your current abilities, items, and all unlocks. This is a good way to complete anything you didn't do during your main playthrough like substories or mini-games. You can also change time of the day by resting on the couch at the hideout as well. This is not the same as New Game Plus mode in Like a Dragon: Pirate Yakuza in Hawaii which has you starting over with some elements carrying over as explained above.
