Persona 4 Revival SteelBook Edition

Can you upgrade from the Persona 4 Revival standard edition to the Digital Deluxe and Digital Premium Editions?
In the past, Atlus has allowed upgrading through a DLC bundle that ends up costing a bit more than buying the edition directly, but there is a possibility that not all DLC is available. As of now, the Japanese product page confirms the Velvet Outfit Set will not be sold separately. I will update this when the DLC situation is confirmed for all regions.
